"I'm going to surround myself with the greatest minds," Trump said. "We're going to make a decision, and hopefully, it's going to be the right decision."
Trump's desire in late March to re-start the U.S. economy by Easter Sunday, against the recommendations from public health officials, clearly didn't pan out. The vast majority of states currently have some form of stay-at-home orders in place.
The "greatest minds" he assembled include his daughter Ivanka Trump, his son-in-law Jared Kushner, and Secretary of Treasury and Lego Movieexecutive producer Steven Mnuchin. As University of Michigan economics professor Justin Wolfers pointed out, the council does not include public health experts or economists.

Two officials on the council have a history of missing the mark when it comes to commenting on the COVID-19 pandemic. In January, when the coronavirus focus was on China, council member and Commerce Secretary Wilbur Ross told Fox Business that the pandemic would "accelerate the return of jobs to North America." In March, council member Larry Kudlow told CNBC that the pandemic was "contained" (he's since stepped back that statement).
Combine all that with a Fox News graphic and internet humor, and a decent meme was born. After Fox News aired a graphic showing each member of the council, Twitter users pasted their own choices over each portrait.
